Values - An Important Fact

On the level of institutions or values, it is possible to distinquish between end and means.  On this level only, the traditional distinction holds up.  Institutions exist only for and through men.  But while institutions are always the erection of human beings, and whether they are just or unjust, effectual or ineffectual depends entirely on the people who use them.  Values have no meaning except as they are lived by man!  Everything depends on how man relates to man.
