Whom is Making a Monkey out of Whom?

It boggles the mind, a monkey seems to be dominating the news.

  1. The first “whom” should be “who.” 

    A lot of sources argue that “whom” is formal, but uncommon, and that “who” can be used.  But I’ve never seen a source which states that “whom” can be used when “who” is formally correct.
